The EU budget ranking shows the net financial position of each member state — the difference between what they contribute to and receive from the European Union budget. Net contributors (shown in red) pay more into the EU budget than they receive back, while net receivers (shown in green) benefit from more EU expenditure than they contribute.
Contributions are primarily based on each country's Gross National Income (GNI), with additional components from VAT, customs duties, and the plastic packaging levy. Receipts include cohesion policy funds, Common Agricultural Policy (CAP) payments, research grants (Horizon Europe), and recovery funds (NextGenerationEU). The ranking can be sorted by absolute net balance, per capita impact, or as a percentage of national GNI — revealing how the EU budget affects citizens differently across member states.
